Gambling, NaijaBet, NairaBet Banned By Bauchi State House of Assembly

The Bauchi State House of Assembly has passed a bill banning all forms of gambling, ownership and operations of gaming machines including NaijaBet and BetNaija, in the state.

The member representing Lere/Bula constituency, Aminu Tukur, who spoke to journalists after the House sitting in Bauchi on Thursday, said, “The bill seeks to ban all forms of gambling and its operations in the state.”

He said the bill, which was co-sponsored by 10 other members, should be cited as Gambling and Gaming Machines Prohibition Law of the state.

Those who sponsored the bill were the Speaker of the House, Kawuwa Damina (Darazo), Maryam Bagel (Dass), Salisu Ajilanga (Gamawa), Ibrahim Hassan (Duguri), Yusuf Dadiye, Yusuf Nuhu (Ganjuwa), Idris Idris (Dambam), Abdullahi Abdulkadir (Bura), Garba Musa (Sakwa) and Markus Makama (Bogoro).

Tukur said, “The bill passed the first, second reading and third readings instantly on the floor of the house because the honourable members of the house look at its importance.

“The bill will ensure that gambling is not only banned but will also sanitise the morality of our youth and children.”

According to him, both Islam and Christianity do not encourage or support gambling which is a waste of funds and encourages immorality in the society.

Tukur said, “The law provides that any gaming machine, be it electronic or otherwise, found in a place after three months of the commencement of the law shall be forfeited to the state government.”

When contacted on if the outgoing governor, Mohammed Abubakar, would sign the bill into law, the Special Adviser on Media and Strategy, Ali M. Ali, said, “I am not in the position to speak on that yet. I am not with the governor now, but I will speak with him tomorrow and will get back to you.”

Our attention was drawn to a recent weekend political party meeting of Governor Yaya Bello's campaign team held at the palace of the Attah of Igala with the sole objective of innaugurating members of the Governor Yaya Bellos second term campaign team and also with a second agenda of issuing out harsh threats on the Igala and Kogi people who hold contrary political ideologies and views to theirs. This was followed by forcefully getting the Attah and the other Igala royal fathers to move to Lokoja to endorse Governor Yaya Bello's second term bid.

We the IGALA people have absolute respect for our royal fathers who as well as serving as custodians of our culture and tradition also intercede between us and our ancestors from time immemorial. We therefore take total exception to the sacrilegious use of the Palace of the Attah of Igala for unholy political gatherings where open threats are being issued to the people by Mr. David Edward Onoja and his gun carrying thugs. For the avoidance of dought, the Palace of the Attah is a place that unites all Igala people for peaceful and prosperous reasons and also for cleansen of Igala kingdom in times of adversity. It is not a place to draw out guns and daggers against fellow brothers who pose no threat to anybody but whom you have already impoverished by exposing them to hunger and starvation caused by your mal-administration.

We wish to use this press release to also express our distaste and condemn in totality your using of the instruments of the office of the Governor of Kogi state to forcefully drag them to Lugard house for the purpose of endorsing your second term bid.

At this juncture, it is pertinent to remind you that the respected post of the office of Governor of Kogi state was keenly contested for by two illustrious sons of Igala Kingdom, his excellency captain *Idris Ichalla Wada* and his excellency Prince *Abubakar Audu* of blessed memory who both pulled massive neck to neck votes. That providence or political manipulations by the then higher powers that be made it possible for you to occupy a seat that you didn't work for, should have humbled you enough to endear yourself to the hearts of the people by carrying out the wishes and will of the people within the limits of the excessive resources by way of bail out funds, Paris club refunds, ecological funds accruing to your administration coupled with the advantage of being the governor of the least indebted State in Nigeria as at when you were sworn in as governor. Unfortunately, like an 18th century tyrant/ dictator, you choose to turn against the people who generously loved you and accepted you as the divinely chosen youthful digital age anticipated game changer governor, by denying them several months of salary and pensions, terminating the appointments of over 137 senior and experienced KSU University Lecturers of their children, subjecting them to endless screening leading to endless pains and death of many even death by suicide.

Now that election bells have come ringing again demanding for accountability of your stewardship in the last three and half years and realizing that this is the time for the people who once loved and welcomed you but you purnished so terribly, you chose in your ill advised political approach to start running from pillar to post. Feeling rejected by all, like the proverbial King Saul of Isreal of biiblical times, you chose to go and desicrate the palace of his royal majesty the Attah of Igala by getting Mr. *Edward Onoja* your chief of staff and a disrespectul subject of the Attah, to contribute his own quarter of the abormination by threatening fire and brimstone on those who drew attention of the presidency and the highly esteemed national leaders of your party to what is happening in Kogi state. It is worthy of mention here that these national leaders of your party are men of integrity whose names have been written in all high grades of Gold or Diamond before now and whom we all respect. Unfortunately, instead of emmulating such leaders, you chose to go your own unacceptable way and finally decided to humiliate all what is left for us as source of pride and unity, our royalties, by using the instruments of the office of Governor of Kogi state to humiliate them by dragging them to Lugard house and making them to read out a pre-written speech passed to them by Alh. ABUBAKAR OHARE , special adviser to the Governor of Kogi state, a speech in which they where forced to endorse Governor Yaya Bello's second term bid.

We want to make the following Known and clear to you; our royal fathers are the custodians of
Our cultural heritage, artifacts and ways of worship with major roles such as leading us according to our traditions, defending, protecting and promoting our interests and all our cultural values. They also bless us their citizens from time to time and they are happy to perform all these customary requirements. Shatta Wale Threatens To Pull A Gun On Stonebwoy Anywhere He Sees Him

 Shatta Wale has threatened to pull a gun on Stonebwoy anywhere he sees him, following their VGMA fight last night.

Shatta Wale who passed off the threat on Twitter, stated that he will pull a gun on Stonebwoy anywhere he sees him if the Ghanaian police doesn’t do their job. He further accused him of pulling a gun on innocent people. He wrote :

Wolves will play European football next season for the first time since 1980 following Manchester City's FA Cup victory against Watford at Wembley while Manchester United will now go straight into the group stages of the Europa league

Nuno Espirito Santo's side finished seventh in the Premier League but would have missed out on the Europa League if Watford had lifted the FA Cup.

Wolves will start their campaign in the second qualifying round.

Manchester United, who finished sixth in the league, will now go straight into the Europa League group stages.

Salary Arrears: Gov Bello Makes U-turn, Insists He's Not Owing Workers' Salaries

After admitting owing civil servants in Kogi State 38 months salary arrears, Governor Yahaya Bello has made a U-turn, saying he is not owing any worker a dime in his four-year tenure.

Governor Bello was however quick to add that salaries being owed workers were from the previous administrations, adding that arrangements have been concluded to clear the backlog of salaries.

Addressing journalists in Kaduna shortly after the Northern Governors’ Forum meeting on Friday, Governor Bello disclosed that his administration never owed workers.

According to him, only five months arrears is the issue, pointing out that the five months outstanding salaries was incurred by the former administration which was passed to his own administration.

He said, “What was owed by the previous administration is exactly what is being owed now. Under my watch, I m not owing a single dime but inherited liability which Mr. President has approved. As soon as we draw that we shall clear all the arrears.

“I am promising that before December, the issue of salary arrears would be a thing of the past. And even without accessing the N30.8 billion I will raise money and clear the remaining arrears”.

The governor, who expressed his commitment to removing ghost workers from the state’s civil service, hinted that the outstanding arrears were backlog from past administrations in the state.

He also hinted that the previous administration applied for N80.5 billion from the Federal Government and that President Muhammadu Buhari approved N50. 8 billion out of the money.

He said due to his prudent nature, he decided to withdraw only N20 billion which utilisation was published in national dailies including how it was shared with the local governments.

The governor said he is expecting the remaining N30,8 billion to clear the salary arrears before December.

EFCC Returns Zlatan Ibile's Car And Phone, Management Confirms

Zlatan Ibile's management who gave an update about their artiste, have disclosed that the EFCC have returned his car and phone shortly after he was released on bail following his arrest alongside 4 others including Naira Marley. Recall that while Zlatan temporarily regained his freedom, Naira Marley was charged to court on 11 counts bordering on fraud and he risks going to jail for 7 years if found guilty. However a member of Zlatan Ibile's management team who spoke to Sunday Scoop on condition of anonymity, disclosed that the EFCC have returned his car and phone and we should expect more music from him.

“We all know that he was detained for investigations and he has been set free. When he was freshly released, his phone and car were not returned to him.  Shatta Wale who took to Facebook to react to his fight with Stonebwoy at the VGMA held last night stated that one should play with a lion. Recall that after Stonebwoy was announced as the winner of Reggae-Dancehall artist of the year for the 5th consecutive time, Shatta Wale attacked him on stage with his SM militants. Recall that our video showed that Stonebwoy also pulled a gun on stage.

However addressing himself as a Lion after his VGMA fight with StoneBwoy, Shatta Wale who stated that no one should play with him, wrote;  "Don’t play with a lion like that ...He dislikes to smell blood !!!"

This is coming after an Insider revealed that Charter House had promised to award Shatta Wale as the Artiste of the year. In a leaked Whatsapp Chat between a worker with Charter House only identified as Nana K and a social media user, it was learnt that the music outfit had agreed to award Shatta Wale with the ultimate award which is the “Artiste of the Year”.

This agreement was reportedly reached after Shatta Wale paid a courtesy call on the CEO of Charter House Mrs. Theresa Ayoade few months ago.  While it was reported that Shatta Wale went to apologize officially to the CEO, Nana K claimed that the meeting was for an agreement to be reached between both parties. Stonebwoy has explained why he pulled a gun after he got attacked by Shatta Wale on stage at the VGMA 2019, held last night. According to Stonebwoy, he brought the gun he pulled on Shatta Wale who attacked on stage because of threats he had received prior to the event. He further revealed that people had been sending threats of assault and he wanted to just protect himself.

The Ghanaian Dancehall artiste further apologized for the fight that broke up between Shatta Wale fans and his fans, and assured that all the problem has been settled. We’re Still Searching For Ajegunle Killer Cop, Dania Ojo – Police

Few months after Inspector Dania Ojo escaped after he allegedly shot dead a 20-year-old lady, Ada Ifeanyi in Lagos, the police have disclosed that they are still searching for the Ajegunle killer cop.

Recall that while the Lagos state police command subsequently arrested five policemen (Inspector Adamu Usman, Sergeant Adeyeye Adeoye, Sergeant Kashim Tijani, Sergeant Lucky Akigbe and Sergeant Paul Adeoye) in connection with the killing, Ojo fled, prompting the command to declare him wanted.

DSP Bala Elkana, the Lagos State Police spokesperson who gave an update disclosed that they are still searching for the Ajegunle killer cop. According to Bala, the killer cop's arrest is to prosecute him as disciplinary action had already been taken on his case. Revealing that the five policemen were on duty that day and were about to close for another set to take over when the incident happened, he further added that investigation carried out on the matter absolved the others, as it was clear that Ojo was the only one guilty of professional misconduct.

Buhari Likely To Dissolve Cabinet As FEC Final Session Holds On Monday

President Muhammadu Buhari is expected to dissolve his cabinet ahead of his inauguration for the second term on May 29, just as the last meeting of the current Federal Executive Council (FEC) has been slated for Monday.
Already, the valedictory session of the cabinet has been scheduled for Wednesday, May 22.
The foregoing was disclosed at the end of the Thursday extraordinary FEC meeting presided over by Vice President Yemi Osinbajo in the absence of the President, who is in Saudi Arabia for the lesser hajj.
Briefing State House correspondents at the end of the meeting which went into the night, the Minister of State for Aviation, Hadi Sirika, accompanied by his colleague Ministers of Information and Culture, Lai Mohammed and Federal Capital Territory (FCT), Mallam Muhammed Bello, said that the council approved N1.8 billion for the reconstruction and rehabilitation of the buildings of the Railway village in Agbo, Delta State.
He also revealed that the sum of N743 million was approved for the procurement of security and safety deficiencies as well as incidence laboratory for Nigeria Civil Aviation Authority (NCAA).
He said the total sum for the procurement included taxes with a completion period of 12 months.
Sirika also said that the contract for the procurement of pavement marking machines was also approved by the council at the cost of N391.8 million.
“This is a visual aid for pilots for safe operations around our airports,” he said.
Another approval granted by the council, according to the minister, is the sum of €1.1 million, for the purchase of a total radar coverage track on system reconditioning.
He said: “This contract went to the manufacturer of the equipment for 1,187,960,000 Euros, equivalent to N414,543,760.23 excluding taxes and it is for seven months completion.”
The Minister of the Federal Capital Territory (FCT), who also briefed newsmen said that the council approved six contracts worth N2.6 billion for the FCT.
“The FCT got approval for the award of contract for the construction and equipping of materials testing laboratory in Abuja and that contract is in the sum of N616, 278, 844.19 with a completion period of five months.
“That laboratory already is under construction, so basically it is just to equip the laboratory and is going to test all the items that go into the construction of roads and buildings,” he said.
Bello further said cabinet approved another contract for a temporary access road in the central area of the territory.
“The second contract was for the provision of an access road to link very key anterior roads in the Central Business District, that is Ahmadu Bello Way and Sani Abacha Way, all in the FCT, in the sum of N670,347,909 with a completion period of six months.
“The third memo was for the award of contract for the design of engineering and solid waste treatment plant and transfer stations in the FCT, and it is a consultancy project awarded in the sum of N473,798,934, to be completed in 12 months.
“These transfer stations are meant to serve the waste management value chain so that before you get to the final dump site, solid waste is separated according to the various grades, and that makes it easier for recycling.
“As you know, now we have what is called waste to wealth, and that will create a very important economic system for people who will invest in it,” he said.
He said another contract awarded for the FCT was that of engineering design of expandable main sewage treatment plant at Kango and Associated Trunk lines at the cost of N511,528,689.
The FCT also got approval for the final design of engineering infrastructure and production of tender documents at the cost of N202,410,378.45.
He stated that another N143.7 million was approved for the final engineering design of infrastructure and production of another tender document for Sector Centres E and F in Phase 111 of FCC, Abuja.

Why Federal Government Demolished Caramelo Nightclub – Minister

The reason why Federal Government demolished Caramelo Nightclub has been stated by the Minister of the FCT, Muhammad Musa Bello.

Bello, who was speaking to State House correspondents in Abuja yesterday, said that Caramelo, a popular nightclub in Utako District of Abuja, was demolished in a renewed effort to ensure compliance with the city’s master plan.

He further mentioned that the decision to pull down the structure was painful but necessary to restore the master plan, Daily Trust reports
He said the government was not in place to destroy but that the violation of rules and regulations won’t be tolerated, adding that the business of running a city is a very serious one.

The minister said the building was meant for a clinic but was converted to a nightclub. He said it was neighbours of Caramelo that drew the attention of government to what he tagged “flagrant abuse.”

Bello however assured that government under the present leadership would not stop Abuja residents from enjoying nightlife.

The Coordinator, Abuja Metropolitan Management Council (AMMC) , Mallam Umar Shuaibu, had said that operators of the night clubs contravened the law by converting residential buildings for other purposes.

Shuaibu, at the time of the arrest of the strippers at the club, had said the Department of Development Control had to demolish the fence of the compound as a form of warning to the owners of the club.

Wikipedia Now Banned In China, As It Affect All Languages

China has now banned Wikipedia. According to a BBC report, the ban has block/affected all languages on the community-edited online encyclopedia.

Earlier, the enforced ban was seen barring Internet users from viewing the Chinese version, also it affected pages for sensitive search terms such as Dalai Lama and the Tiananmen massacre, the report said.

The block has been in place since late April, Open Observatory of Network Interference (OONI), an internet censorship research group has revealed.

“We’re yet to receive any notice of the censorship,” the Wikimedia foundation said in a statement.

Wikipedia has now been listed among websites that cannot be accessed in China, in recent years has tightened its grip on access to information online. Sites already banned include, Google, Facebook and LinkedIn, this action has forced Internet users to use virtual private networks, or VPN, to bypass what has become known as the “Great Firewall” of China, said.

Kidnapper: Court Jails Evans’ Gang Members For 41 Years

An Ikeja High court sitting in Lagos State on Monday, sentenced two former gang members of billionaire kidnapper, Chukwudimeme Onwuamadike, also known as Evans to 41 years in prison.

Justice Oluwatoyin Taiwo sentenced the convicts, 32-year-old Kelvin Emenike Ukoh and Emeka Obasi, 33 over the abduction of one Ugoje Jude, a shipping agent, and his staff, Miss Piriye Gogo on August 3, 2012.

The convicts were arraigned in 2013 alongside three others: Uche Igbani, 28, Chibuzor Osuagwu, 33 and a 36-year-old woman, Onowu Ngozi, on a 14 count-charge bothering on conspiracy, kidn

The gang had kidnapped Ugoje and another staff, Piriye Gogo who were taken to an unknown destination by their leader, Evans.

Narrating her ordeal before the court, Miss Gogo said that the three men accosted them with rifles on their way home and that she was almost raped inside the car, but was saved by her monthly menstrual period.

While being led in evidence before the court, Gogo disclosed that during the abduction, one of the kidnappers, Obasi, came into the car, after dragging her boss out for negotiation at an undisclosed location, and started handling with her breast.

Gogo said, “He came into the car, tore my clothes, pulled down a side of my bra and began caressing my breast. He thereafter started dragging down my shirt and I began begging him. I begged him until I had nothing else I could plead with. I begged him intensely for mercy and even told him that I was menstruating.

“It was as though all my pleas fail on deaf ears, I had to insert my hand into my vagina just to show him. The blood I showed him prevented him from raping me. It was a terrible experience.

“He, thereafter, asked whether Mr. Jude was the owner of the company. And I replied that we were just clearing agents. They also seized our mobile phones, jewellery and money.

“They blindfolded Mr. Jude, brought him back into the car, asked me to face down with my eyes closed, and then drove off to another location. They spoke Igbo almost all the time so I could barely understand what they were saying or taking us to.

“While driving off to the other location, they asked if I could drive, I said no. So they dropped down from the car and took Mr Jude with them. They ordered me to face down and not look at their faces or I will be shot dead. They abandoned me and the Honda pilot car at 2nd bridge alongside expressway, where I waited until I saw a police patrol and flagged them.

Also testifying, Jude said his abductors initially ordered him to pay N10m for his release but after negotiations, they collected N5m.

After listening to them, the trial judge, Justice Taiwo convicted and sentenced Ukoh and Obasi to 5, 15 and 21 years for conspiracy, kidnapping and armed robbery respectively, while the other three were discharged and acquitted by court.

The judge held that the prosecution could not prove that those acquitted Igbani, Osuagwu and Ngozi were linked to the alleged charges of murder, conspiracy, kidnapping and armed robbery.

Ibrahimovic Banned For Grabbing Goalkeeper Sean Johnson's Neck

Zlatan Ibrahimovic has received a 2-match ban for grabbing New York City FC goalkeeper Sean Johnson by the neck during Los Angeles Galaxy’s defeat last weekend, Major League Soccer said Friday.

In a statement announced by The MLS Disciplinary Committee, the sanction was meted to Ibrahimovic for violent conduct after the incident in the 86th minute of the game on May 11.

Ibrahimovic and Johnson wrestled each other to the floor after coming together in the closing stages of Galaxy’s defeat last week.

Both players received a yellow card for the incident for unsportsmanlike conduct.

Johnson later accused Ibrahimovic of losing his cool.

“Zlatan is a talented player, he obviously knows what he is doing, he is a clever boy and you know, it is a part of the game,” Johnson said.

“I would be frustrated if I were him too, you know. Can’t blame him for his frustration at that point in the game,” the goalkeeper added.

It is the second retrospective sanction Ibrahimovic has received in recent weeks.

He was hit with an undisclosed fine on May 10 after being found guilty of diving during his team’s loss against Columbus Crew.

Ibrahimovic was also involved in a stormy on-pitch altercation with Real Salt Lake’s Nedum Onuoha last month.

Onuoha later claimed Ibrahimovic had been making threats towards him during the match before later apologising.

“From 60 minutes in, he’s saying to me what he’s going to do me, he’s going to hurt me,” Onuoha said afterward.

“And this is the guy who’s the face of the MLS, as he calls himself, but this is the way he plays on the field.”

Cooking Gas Marketers Applaud FG On VAT Removal

The Nigerian Association of Liquefied Petroleum Gas Marketers (NALPGAM) Thursday commended the federal government for the removal of Value Added Tax (VAT) on Liquefied Petroleum Gas (LPG).

The group President, Mr Nosa Ogieva-Okunbor, in a statement, said the federal government had signed the approval of VAT removal on LPG and gazetted same.

According to him, clamour for VAT removal from domestically produced LPG otherwise known as cooking gas has been of perennial concern to members of the association.

“We express our profound gratitude and thanks to the federal government and all relevant government agencies for listening to our plea to remove VAT from LPG products sourced locally.

“We also want to use this opportunity to thank and appreciate the Department of Petroleum Resources (DPR) for the timely directive stopping the inappropriate and indiscriminate installation of LPG skid plants in petrol stations,” Ogieva-Okunbor said.

He said the directive that all skid plants in filling stations be dismantled and removed was apt considering the huge danger and risk to the public in the operations of LPG skid plants in filling stations.

He, however, appealed for proper and thorough implementation of the directive across the country.

The marketers’ leader also pleaded with the government to create a more conducive and enabling environment for investors in the industry particularly now that deepening the consumption of LPG in the country had become a major interest of the government.

He said marketers were also geared toward ensuring the success of the programme by complementing the efforts of the government.

According to him, “We, therefore, appeal for a reduction on import duty on LPG equipment and accessories.

“The increased awareness of LPG usage has seen consumption in Nigeria growing from 50,000MT in 2007 to over 600,000MT in 2018 with more indigenous investments in LPG bottling plants.

“This will further ensure that majority of Nigerians enjoy the convenience of the proximity of LPG refill or exchange points.

“We implore the federal and state governments to initiate a well-funded social welfare programme to expand usage of LPG.

Presidency Disowns Akeredolu Over Planned ‘Marijuana Business’

The move by Ondo State Governor, Rotimi Akeredolu, to establish a legal marijuana industry in the ‘sunshine’ state may have hit the rocks even before his very own eyes, Igbere TV reports.

This is just as findings by Igbere TV on Saturday showed that Akeredolu is not likely to find a willing ally in the Federal Government over his pursuit.

Despite the collaboration being received from the National Drug Law Enforcement Agency (NDLEA), the governor has been disowned by the Presidential Advisory Committee for the Elimination of Drug Abuse (PACEDA), an appendage of the Presidency.

PACEDA, in a statement made available to Igbere TV on Saturday, stated that no amount of money could be worth the lives of those that would be affected should marijuana be legalised in the country, as being canvassed by Akeredolu and, by extension, the NDLEA.

The warning came four days after Governor Akeredolu advised the Federal Government to encourage the cultivation of medicinal cannabis, also known as Indian hemp, in the country.

The statement was signed by the PACEDA Chair, Mohammed Buba Marwa.

Marwa, a retired military top officer, noted that the timing was so inauspicious, considering that the government had been doing everything to eradicate drug abuse in the country.

“It is disturbing that at this time when about 10 million Nigerians are abusing cannabis, anyone or group will be considering or advocating for Nigeria to legalise the growing of marijuana for economic or whatever purposes.

“Our committee has spent the last six months going round the country to obtain firsthand information about the dangers of drug abuse and how to combat it and we have been faced with the stark reality of how deep the menace has damaged and still damaging lives, especially the youths.

“No doubt, President Muhammadu Buhari was worried about this emergency situation, hence the decision to set up PACEDA to find a lasting solution to the threat. We should not, therefore, fold our arms or keep sealed lips while deliberate attempts are being made to sabotage the genuine efforts of the Federal Government in the interest of the nation.

“We should not forget so soon how many over-the-counter (OTC) drugs were made prescription medicines when millions of our young minds and adults were abusing such. How can we then turn around to call for legalising growing of cannabis when the Federal Government is still in the process of curtailing and eliminating the same?

“We dare say that no economic gain is worth the life of any Nigerian daily damaged on the street as a result of the effect of cannabis. There is, therefore, the need for all stakeholders at the federal, state and local government levels to rally round the Federal Government’s efforts at eliminating the menace of drug abuse rather than engaging in any counterproductive venture,” the statement read.

Despite the widespread appeal of Akeredolu's position on social media, some critics have rebuked the governor.

Among those who criticized the governor include Senator Shehu Sani, the lawmaker representing Kaduna Central in the National Assembly.

Sani, who took to Twitter via his handle @ShehuSani on Wednesday, May 15, wrote;

“My brother Akeredolu, Lagos partnered with Kebbi for rice, please partner with Niger for beans, Kaduna for ginger or partner with Benue for yam. Please leave this Indian Hemp matter for now, abeg.”

But Akeredolu is determined in his pursuit, despite several condemnation and backlash received in the last few days.

“The governor believes that the global legal marijuana industry is primed to be a jumbo in years ahead and Ondo State is trying to think ahead of time,” an aide of the governor, who did not want his name mentioned, told Igbere TV on Saturday.

Ekweremadu Seeks Buhari’s Support For Creation Of State Police

Deputy Senate President, Senator Ike Ekweremadu, has canvassed for the support of President Muhammadu Buhari towards the creation of state police as a panacea to the rising security concerns across the country.

Ekweremadu, who spoke in Abuja Thursday at the opening of a two-day conference on the implementation of autonomy of State Legislature and State Judiciary, blamed the rising security challenges on unitary police system prescribed by the constitution.

He noted that the best options was not to run away from decentralised policing, which ensured the security of the people and their property up to 1966, but to ensure appropriate checks in terms of recruitment, appointment of police chiefs, control, logistics, funding, among others, to guide against possible abuse by State Governors as feared by some.

According to him, the establishment of a National Police Service Commission (NPSC) to exercise a level of oversight over the activities of the state police such as maintaining common facilities for all Police Services in the country, including training, criminal intelligence data bases, forensic laboratories, among others.“The NPSC should also run a system of inspectorates and certification such as supervision of recruitment, training, supervision of standards, and annual certification of every State Police Service.

“There should also be a body known as State Police Service Commission for the states and should comprise a representative of the executive to be appointed by the Governor, representative of the Federal Government to be appointed by the NPSC, two independent experts in security matters to be appointed by the Governor subject to confirmation by the State House of Assembly, and a representative each of the Nigeria Labour Congress and the Trade Union Congress.

“Others are a retired police officer not below the rank of Assistant Commissioner of Police, representative of the Nigerian Bar Association, representative of the Nigerian Union of Journalists, and representatives of the Christian Association of Nigeria, Nigerian Supreme Council for Islamic Affairs and other relevant civil organizations, as the case may be. The body should be responsible for the recruitment, appointment and disciplining of the members of the state police force.

“Importantly, the funding of the state police should be a first line charge on the state account or it can be deducted at source from the Federation Account and paid to the Police Service Commission for onward disbursement to the respective State Police Service Commissions.

“There should be an Act of the National Assembly stipulating the type of arms that can be acquired by a sub-national police and also unacceptable conducts, which can lead to the sanction of a sub-national police command”, he added.

On affordability, he explained that state police would not be compulsory as those who have the resources could establish one, while those who could not afford would continue to rely on the federal police until they were able to establish one.

“The important thing is to lay down the legal frameworks that authorise and regulate decentralised policing so that those who can afford it can start, hence I urge Mr. President to lend his political will and weight to the quest for decentralised policing”, Ekweremadu emphasised.

He further stated that “Our constitution contradicts, in several respects, the basic principles of democracy such as the separation of powers, checks and balances, and compromises the independence of the critical institutions of democracy.

“This is why the National Assembly has, starting from 2010, successfully altered the constitution to strengthen the principles of separation of powers, checks and balance, and indeed our democracy and good governance by placing the National Assembly, INEC, and most recently, the State Houses of Assembly and Judiciary on first line charge”.

He, however cautioned State Assemblies that the autonomy was not a licence to appropriate whatever they liked to their respective Assemblies and States Judiciary, but a recognition of the prioritisation of the release of their funds in the appropriation law of their respective states.

The DSP described the local government as the weakest link in the governance structure and urged the State Assemblies to approve the Constitution Amendment Bills that seek strengthen the councils as a third tier of government.

Ekweremadu’s Constituents Reject His 2023 Retirement From Senate Plan

The people of Enugu West Senatorial Zone have rejected the decision by the Deputy Senate President, Ike Ekweremadu, not to return to the senate in 2023.
They said that they have the final say on whether their representative will return to the Senate in 2023 or not.
Ekweremadu had last weekend during his birthday in Enugu declared that he would not be contesting for the Senate again, having been re-elected for the fifth time.
But, the in a statement, his constituents said, “in truth, His Excellency, Sen. Ike Ekweremadu is a man of history whose destiny is intertwined with the yearning and aspirations of his people. In real term, we, his people have the final say on where he goes to on our behalf in 2023.”

The Concerned Citizens of Enugu West Senatorial District is statement was signed by Alex Ogbonna, S.K.E Udeh Okoye, Chigozie Akalusi, Hon Donatus Uzogbado, Ralp Onovo, Mike Chukwu and Princess Chioma Chiaha.
They pointed that Ekweremadu has a right to his opinions, “but we, his people, have the final word, as always, in his political decisions, now and in the future.
“Senator Ike Ekweremadu, Ph.D, CFR, Deputy Senate President during his 57th birthday celebration recently in Enugu State to the effect that he will not be seeking re-election into the Senate come 2023.
“While our respect and admiration for the Distinguished Senator remains unshaken, we are minded to state that Senator Ike Ekweremadu is a product of our collective mandate and to that extent answerable to his constituents in all matters relating to his services to our people; including his decisions concerning his political future in 2023.
“As a people, we reserve the right to determine where Sen. Ike Ekweremadu’s services are most suitable for the overall interest of our people. At the appropriate time, we will decide if we are best served by his continued stay in the Senate or otherwise.


“We are certain that in his meteoric rise to prominence in Nigeria and the world at large, he has had little or no control in determining his choice of service to his people. For instance, it was members of his age grade in Mpu that collectively decided to entrust him with the chairmanship of the age grade at a time he least expected it at the tender age of 10.

“The same is true about the decision of the entire Mpu community to elect him as the President-General of the Town Union. His election as the Executive Chairman of Aninri LG was also the outcome of the collective decision of the Leaders of Thought of Aninri LGA.
“His becoming the Chief of Staff to former Governor Chimaroke Nnamani and later the Secretary to the Enugu State Government was also a fortuitous interplay of forces involving the former governor and other major stakeholders in Enugu State at that time who wanted him to serve in such capacities.

“The same is true of his election into the Senate in 2003, which was a collective decision of the people of Enugu-West. Of significance is the fact that in his recent re-election into the Senate for a record 5th term, the decision was not his but a collective resolve of the people of Enugu-West who themselves bought the nomination form for him.

“We also make bold to state that his emergence as the Deputy Senate President for a record third term was not of his own volition but by the collective approval of his colleagues in the Senate who saw in him an uncommon trait and capacity to serve in that position.
“In essence, Sen. Ike Ekweremadu’s political trajectory could be likened to the wind, which you can hear but cannot tell where it comes from or where it is going. In the same vein, no one can actually explain how Ike Ekweremadu got to where he is today; but one thing that is certain is that he did not ascend to any of the aforementioned positions by his own volition or decision but by the Will of God and the consent of his people.

“Thus far, we are satisfied with his stewardship since he emerged on our political horizon as a leader. He has represented us effectively and has attracted numerous democracy dividends to our people.

“We, therefore, charge him to raise the bar on his performance in the 9th Senate, which will soon be inaugurated and keep the flag of his illustrious performance aloft. Presently, let us concentrate on the task ahead essentially because we know that emerging events will define our preferences in 2023.”
